Biography

As the former Deputy Secretary of the Florida Department of Management Services, John Holley offers a wealth of experience and influence to clients throughout the state. In private practice, he serves as an attorney and governmental affairs consultant at Shutts & Bowen, where he represents various clients before both houses of the legislature, Florida cabinet and state agencies. He is a member of the Governmental Law Practice Group in the Tallahassee office.

During a career often spent working with legislative members, the Governor's office and nearly every public agency in the state, Mr. Holley gained the influence of a respected member of government. He now applies his background and unique skills to advising clients on issues ranging from contract bids and procurement to regulatory compliance and lobbying.

Background in Public Service

Before joining Shutts & Bowen, Mr. Holley had an accomplished career in public service and directed several areas of the Florida Department of Management Services. He began as the Legislative Affairs Director and later served as the Secretary's Chief of Staff, where he honed his knowledge of government issues and the legislative process. With experience, he gained increasing responsibility, moving from legislative affairs to budget management and communications and, ultimately, to overseeing the agency's business operations and more than 400 employees.

In his role as Deputy Secretary, he directed or was involved in state and departmental purchasing, real estate construction and management, private prison monitoring, air/ground fleet operations, and supplier diversity. He also managed and established the new Council for Efficient Government.

His distinguished career and the service-oriented nature of his work enabled Mr. Holley to forge strong relationships at all levels of Florida government.
