Debra Pender is a Government Consultant in the Miami office of Shutts & Bowen LLP, where she is a member of the Alcohol & Regulated Industries Practice Group.

Debra is recognized as one of the architects behind many of the laws governing the retail sale of alcohol in Florida. She assists the firm's clients with complex licensing issues, processing various state applications and assisting on operational models. Debra's experience includes alcohol licensing on all three tiers, food service permitting, regulatory compliance renewals and compliance with local regulations. Debra has worked with the team for over ten years.

Debra served as the Interim Division Director, the Deputy Director, and the Bureau Chief of Licensing for the Florida Division of Alcoholic Beverages and Tobacco (“DABT”) before her retirement from the agency in 2013.
