Shutts & Bowen Navigates Regulatory Hurdles to Enable Upgraded Helipad at Palm Beach’s Mar-a-Lago

Harvey E. Oyer III, a partner in Shutts & Bowen LLP’s West Palm Beach office, recently led the successful coordination with federal and municipal aviation authorities resulting in the approval of a new, significantly larger helipad at the Mar-a-Lago estate in Palm Beach.

Approved on August 26, 2025, the critical modification at Mar-a-Lago involves the installation of a reinforced, 60-foot-diameter concrete helipad. The project was prompted by the transition to the President’s larger Marine One helicopter, necessitating enhanced dimensions and structural capacity.

Harvey spearheaded the efforts to secure the required Certificate of Appropriateness and navigate sensitive logistics with both the local Historic Preservation Board and aviation regulators. As Mar-a-Lago’s agent on the project, Harvey facilitated regulatory compliance with federal aviation guidelines without compromising design goals in line with Palm Beach’s historic preservation norms.
