Shutts & Bowen Welcomes Jordan Clark in Orlando as Partner and Announces Launch of New Education Section

Shutts & Bowen LLP is pleased to announce that Jordan P. Clark has joined the firm’s Orlando office as a Partner in the Government Law Practice Group. Jordan will also join the firm’s new Education Section, expanding its capabilities to serve clients across higher education, K-12, charter schools and education-focused organizations.

Prior to joining Shutts & Bowen, Jordan served as chief legal counsel for a major athletics organization, with a concurrent role as associate general counsel within a large public university system.

Jordan brings more than 25 years of experience advising large and complex organizations on corporate governance, strategic transactions and regulatory matters. He focuses his practice on higher education and advises colleges, universities and private sector clients on intercollegiate athletics, regulatory compliance, public governance, public procurement, capital projects, and project finance. His experience includes NIL (name, image and likeness) policies, employment agreements, NCAA compliance and investigations, media rights and sponsorship agreements and complex commercial transactions unique to higher education and athletics.

The firm’s new Education Section will be led by Tallahassee Office Managing Partner Benjamin J. Gibson, former Chair of the State Board of Education, which oversees VPK–12 education and Florida’s state college system. Ben brings extensive experience advising governmental entities and private organizations on regulatory and policy matters. He previously managed all legal issues for the Florida Department of Education while serving as Deputy General Counsel in the Executive Office of the Governor.

The Education Section provides multidisciplinary counsel across regulatory, operational, and business issues, serving clients ranging from K–12 and charter schools to universities, academic medical centers, and private colleges navigating an increasingly complex landscape.

“Florida has led the nation in innovative education policy for more than two decades, and Shutts is well-positioned to guide clients through the evolving legal and regulatory environment,” said Ben. “Jordan’s experience within a major Florida university brings valuable, firsthand insight into the challenges educational institutions and those doing business with them face. As we launch the Education Section, his perspective will be instrumental in building a comprehensive, solutions-driven practice for clients across the education sector.”

In addition to his legal practice, Jordan is active in civic and nonprofit leadership, serving on the board of the Greater Orlando Sports Commission and previously serving on the board of the Opportunity Jobs Foundation. He has also held leadership roles in education-focused organizations, including serving as board chair of Lake Eola Charter School and as a founding board member of the Galileo School for Gifted Learning.

Jordan earned his Juris Doctor, with honors, from the University of Florida Levin College of Law and his Bachelor of Science in Accounting, with honors, from West Virginia University.
