Shutts & Bowen LLP Miami Partner Victoria Méndez presented during the Florida Municipal Attorneys Association’s 44th Annual Seminar on July 10, 2026.

During the presentation, Victoria discussed “Entertainment & Alcohol Specialty Districts.” The presentation broke down what entertainment and alcohol specialty districts are designed to do and how they are created. She highlighted the process of establishing a specialty district, explaining that the required ordinances must be consistent with Florida beverage laws, applicable charter provisions and local ordinances, the county or city's comprehensive plan and local zoning regulations.

Also in attendance at the seminar were Fort Lauderdale Office Managing Partner Sidney Calloway and attorney Janeil Morgan, who contributed to the presentation as well.
