Amber S. Nunnally is a partner in the Tallahassee office of Shutts & Bowen LLP, where she is a member of the Appellate Practice Group.
Amber focuses her practice on administrative law, appellate advocacy and litigation involving Florida government, regulated industries and public policy. She regularly represents businesses and state agencies in administrative proceedings, rulemaking matters, bid protests and other matters involving agency action under Florida’s Administrative Procedure Act. She advises clients on issues involving agency authority, statutory interpretation, rule development, administrative enforcement, public records, open government and the intersection of constitutional and administrative law.
Amber also has extensive experience in appellate advocacy and procedure. She routinely prepares merits and jurisdictional briefs, amicus briefs and briefs in extraordinary writ proceedings. She also provides appellate support during trial, pretrial and administrative proceedings, including assistance with legal strategy, record development and preservation of error.
Before joining Shutts, Amber served as a staff attorney to Justice Ricky Polston of the Florida Supreme Court and Judge Kent Wetherell of Florida’s First District Court of Appeal. With 25 years of experience, Amber has worked in all three branches of Florida government and brings that perspective to clients navigating Florida’s courts, agencies and regulatory process.
